Institutions
The Region's institutions
STIB, Actiris, Bruxelles-Propreté and other institutions have their own budget, largely paid for by the Region. So do not add them to the expenditure above.

COCOM: welfare, health and family allowances
Among other things, COCOM is responsible for hospitals, care for older people, help for homeless people and, through Iriscare, family allowances. It has its own budget.

Questions about the figures?
Who can you ask questions?
This site is an independent citizens' initiative. Its makers do not make policy choices and so cannot answer for them. With questions about a spending item or a saving, you can contact the competent minister, or the members of parliament who scrutinise the Government in the committee for that policy area.
Explanation
Glossary and method
- Commitment appropriations (committed)
- The amount for which the Region may enter into commitments that year, such as a contract or a promised subsidy. Payment can follow later, sometimes over several years. This is why it can be higher than that year's revenue.
- Payment appropriations (paid)
- The amount the Region may actually pay out that year, including for commitments from previous years. This is the standard figure on this site: the official totals and the budget balance are calculated on this basis. It is a maximum: usually not everything is paid out.
- Mission and programme
- A mission is a large policy area (for example Mobility). A programme is a part of it (for example the funding of STIB).
- Budget item
- The smallest unit in the regional budget, with a code such as 42.112.09: mission 42, programme 112, type of expenditure 09.
- Provisional appropriations 2025
- After the 2024 elections, forming a government took a long time. In 2025 there was no voted budget and the Region worked with provisional appropriations. These serve here as the point of comparison for 2025.
- ESA balance
- The deficit or surplus according to the European accounting rules. Loans, repayments and equity holdings are not counted, and the Region's institutions are added together.
- COCOM
- Common Community Commission: the institution for bicommunity person-related matters in Brussels. Iriscare, New Samusocial and Bruss'Help fall under it.
- Region and COCOM together
- The tile map and the ring chart add up the Region and COCOM. The Region's grant to COCOM is counted only once. A smaller grant (about €40m for the Special Social Welfare Fund) is part of a broader item of the Region and could not be deducted separately.
- Debt and financial transactions
- Interest on loans, repayment of loans, loans to others (for example to municipalities) and equity holdings in companies. They are shown as a separate block because they are a different kind of expenditure from policy. In the lists we follow the official classification, where these amounts sit within the policy areas.
- Nominal amounts
- None of the amounts are adjusted for inflation. An item that stays the same in nominal terms is in reality shrinking slightly.
